how safe is buying an apartment on a complex
what downfalls could there be

It depends if they are all privately owned , or owned by a company. If they are privately owned, you need to check if it has a community, how well is it run, and what are the monthly community charges , for maintenance, pool, lights etc. We live on an excellent community, with low community charges, but reasonable maintenance.

You can always guarantee there will be at least 2 asshat Spanish families on each complex, they normally have around 3 children, the man wants to be/is president of the community (with a huge beer belly - Normally called Juan or Jose) and the wife is something that resembles a bulldog chewing a wasp.
They own dogs but hate them, and hate you if you have pets.
Their kids are allowed to run riot but you and your kids (if you have them) must stick to their rules.
They will bend rules whenever they like to suit themselves/upset you.
They will park in your parking space for absolutely no reason other that to p*** you off.

The list goes on but on the bright side the other 90% of Spanish on the complex will be cool nice people.
My advice
Do lots of research as suggested by Bridlife.
