I have just been informed I now need a Energy Efficiency Certificate unless I will not be able to keep my property up for sale, anybody had a survey carried out and at what cost? apparently you will not be able to rent a property out unless you have one of these certificates, it will be against the Spanish Law.

Costs should be around 300euro it will depend on the size of the property.
The law was passed on the 5th April & to come into affect on 1st of June, a good agent should of informed their clients of this in plenty of time.
The agents have a legal requirement to show the energy rating on all advertising media, the owner of the property has a legal requirement to have the test & give a copy to the agent.
This certificate applies to all property for sale or rent as of the 1st June.
For those that are about to go to notary to complete the sale you will need the certificate or the sale can't be registered
If the owner or the agent advertise property for sale or rent without the certificate they are subject to fines which can be between 300euro & 6000euro.

The Spanish government must be looking around all EU states to see what scam they can come up next to screw as much money out of you as possible, they have now got their eyes on the UK, god help us, two thirds of what I earn go to them bstards, the other third will finish up going to the Spanish.

I've just sold my house in the UK, the energy certificate process consisted of me paying some bloke huge amounts to count the number of low and high-energy light bulbs in the house and ask me if I had roof and cavity insulation. Presumably he could see I had double glazing. He couldn't tell which bulbs were low energy though - I had to show him (there's no consideration of which bulbs are used and the power rating, they all count exactly the same).

Absolutely laughable, but compulsory. If you need this nonsense, make sure all your bulbs are low energy (remove any bedside lights etc).

New legislation in effect from June 1 will mean that those renting or selling will have to indicate in any publicity the level of energy efficiency of their property.

In line with EU regulations, all properties built before 2007 will have to have a special certificate rated from A to G and green to red, to clearly show how well or badly they save power and water. A is the highest rating and therefore the most energy efficient and G the lowest, using more and more expensive to run. The measure is expected to affect around one and a half million homes according to Certicalia.com, an on-line specialist in energy certificates. A minimum qualification has not yet been set, but this can only be a matter of time according to many specialists, but the certificate is bound to play an important part in the choices made by a potential buyer or renter. The difference between an A and a G qualification can be up to 70 per cent in usage and costs of water and energy. So someone in an A house will pay 70 per cent less than someone in a G house for comfortable levels of energy and water consumption. According to the general secretary of the Architects official body in Madrid, Pilar Pereda, who believes it "unfortunate" that minimum levels are not yet obligatory, the measure was "absolutely necessary. The economic and energy savings are going to be very high". Amongst the conditions which will determine the qualification given are the materials of the front of the house and its orientation, the walls, roof and flooring, the quality of the windows and blinds, the type of heating and what powers it and the type of electrical equipment it contains. Apart from issuing the certificate, when the home is analysed, the owner will receive a series of recommendations on how to improve the property's level on the energy scale. However, the reforms are not compulsory. Certicalia.com indicate that the most likely improvements to be suggested will be the boiler, the windows the lighting or the draught excluding. "They are simple improvements to do, where costs will be around €5,000 to improve by two levels" they estimated. It is still not clear how much these certificates will cost, although if we go by other European countries, in Italy the average is €250 and in Germany an apartment of 100 square metres would be around €500. Each certificate will last for 10 years and the owner is responsible for paying for it and to make sure it is regularly renovated. Certificates can only be issued by architects, draughtsmen, engineers etc., a group which has been especially hit by the crisis, so they'll be delighted. In some on-line services such as Certicalia.com, you can ask for an estimate from over a 1,000 professionals. The measure is not only aimed at homes, but also at offices and businesses and at all buildings, public or private which give a public service to a large number of people – which will presumably include hotels. Their certificate must be obtained and displayed in a prominent place. Exclusions include protected buildings and monuments, churches, buildings which are rented for less than four months or those which are due to be demolished.
