I have an idea that might just work, the law seems to be focused on people renting their apartments, well if you define rent i.e letting somebody use your property for a fee, then what if we DON'T charge a rent, let us give it to the different users 'Rent Free', thye just have to pay for the cleaning fees etc.... that just so happen to be equal to what you currently receive for rent !.

One for the legal boffins maybe ????

Can the Man - I think you've cracked it BRILLIANT idea - no rental charges, free accommodation - cleaning charges only. Love it.
