Apparently you can only legally build on the level of the highest point of your land.Not sure if anyone inspects the land before building commences to ensure it happens. It didn't with ours. So all you have to do is pile a few rocks up for a metre or two and hey bingo you can look down on your neighbours.

Surely that would be the highest “natural” point & not an artificial construction ??

Not sure. But on ours and the surrounding plots the level varied by at least a couple of metres and there were some very large mounds of volcanic rock which could have been natural or could have been dumped there. It was a rural area so who knows?.There could be different rules for urban plots.
