Who deals with problems of noise the police or the ayuntamiento - it's new kitchen fans from a restaurant below us - it's like listening to plane engines

I think I'm right in saying that you need to go to the Policia Local and do a Denuncia if you've tried speaking to the restaurant owners and not getting any joy. You need to take a translator with you to the Police Station if your Spanish is not fluent.
