Bin Fines

A few days ago , a friend of mine had noticed that 2 Local Policia , have been driving around Tamaragua in a silver Opel Astra , knicking people regularly, for using the bins during the day. One day he was throwing his rubbish away and a man in a white pick up stopped and told him he could not , he said he worked for the council , and would report him to the police, who would fine him. Is this legal, since he has not been caught or seen by the police ?.

Well unless they took his picture throwing throwing rubbish in a bin and then followed him home to get his address I can't really see how they can. Seems a bit bizarre and random.
Only two things are infinite,the universe and human stupidity,and im not sure about the former .....

If they took the car registration , the council have the address.

I very much doubt the police would be able to take the council worker's word for it.But I suppose they could try it on. How very unpleasant. This is not policing. This is bullying and we have to find a way to stop it. No idea how, though.

Was checking my post box the other day and a sign had been added stating that no rubbish could be deposited into the nearby bins except between the hours of 19.00 and 00.00 by order of the council  yet bins further down the hill have no sign  (maybe because there is now where there to post a notice )  😩

If I was you I'd put the notice in the bin  -  but only between 19,00 and 00,00

I understand the law (times) around the bins but does this apply to the recycling bins too???? 
(As they don't get emptied daily I wonder if they are different)
