This article describes some of the changes that are being proposed in the new PIOF (Island plan) which is supposed to be approved in January 2014. http://www.masfuerteventura.com/index.php/puerto-del-rosario/el-piof-deja-fuera-de-ordenacion-2000-casas-y-el-50-de-las-explotaciones-ganaderas.html

I can not get a great translation for it but it appears that 2000 homes which were granted building  licenses  will be in affected if this plan is approved. It may be worth investigating the plans to see if your property is being affected by this.

The article also describes the amount of housing  per hectare that will be allowed in various areas.
