Student grants put Canaries on collision course with Madrid

The spat between the Canaries and Madrid over grants for university students has escalated with a vow by the government to ignore new legislation tightening the conditions for the awarding of the funding.



The Spanish Ministry of Education has changed the rules to raise the demands on students who seek exemption from tuition fees and apply for a study grant. Minister José Ignacio Wert increased the requirement for the fees exemption to an average pass mark of 55% in exams taken the previous year, with 65% required for a grant. According to Wert, public money should go only to those who have demonstrated a willingness to knuckle down and study hard at university. However, the Canarian authorities have promised to ignore the tougher rules and say they will provide funding for all students who pass their exams at the bare minimum 50% and meet the means test. "We will not allow any needy student to go without financial help as long as they obtain the pass mark" said a source last night. The promise could bring legal consequences for the Canarian goverment as the rules are set out in a Decree enacted earlier this month and are therefore binding on the whole country.
