More efficiency from civil service


Believe it when you see it may be the cry, but the administrations are calling for a higher level of efficiency from their employees.


In a conference on the modernisation and training of public administrations for citizen service that took place in the  second half of July, Mario Pérez the Deputy Minister for Canarian Domestic Policy claimed that, "the reform of the public administrations will improve our economic competitiveness and help to create employment.

"The administration finds itself at the moment with a challenge to change to be more efficient and provide better quality services and contrary to what you might believe doesn't mean a reduction in employment, but completely the contrary.  Reforming the public administrations will improve economic competitiveness by eliminating bureaucracy and reducing the waiting time for certain procedures, which will help create employment," he stated.

The conference, which the councillor referred to as, "an interchange of experiences based on good practices," was funded by the CE, with the cooperation of the Governments of Cape Verde, Mauritania and Senegal under the project Ofitec, which seeks to find answers on how to improve the capabilities of the various municipal departments and speed up the procedures on legal matters dealing with urban planning and the environment.

The cost to local administrations was clearly to the fore in the presentation and discussions.  According to Pérez, a face to face administrative procedure costs an average of €80, but that cost is reduced to just €5 if it is carried out via the computer and cuts back on the paperwork handled by the administrations as well as speeding up the process and reducing costs.

Some 20 specialists took part to see how computerising their administrative procedures can save time and money and to understand better what the Bolkenstein Directive means for their departments.
