It's there for people going left or 360 but as you've observed the Spanish - in general - don't use it much.

The one that gets me is when Spanish Taught drivers are going straight on at a roundabout, 1st, they indicate left to make you think they're going left, then at the last minute, indicate Right and go straight on. Thus confusing everybody
