What a load of steaming #%!&.... we all know that if they had such a system it would never be worth enough cash to make a Brit go through their red Tape Torture, probably under time pressure as they leave at the Airport. We all know that most Spanish companies couldn't be trusted to declare it honestly, so all the work would be put on the tourist.

you only have to look at the British system for nob-EU residents to reclaim VAT when leaving a port/airport, it's a major hassle and in fact most UK companies aren't even signed up to the VAT-reclaim system, perhaps Harrods and Cartier are but beyond that ;) One thing all tourists are thinking as they do their fluttering of cash on holiday is, "oh kind helpful shop assistant, please can I complete a purchase for export declaration?"... as the seventeen yearold Spanish girl looks back at you with a bemused "no, se" :D
