A Madrid town hall recently came up with a ground breaking campaign to sort out the problem of dog poo on its streets: officials boxed up the offending faeces and sent them back to the pet owners' homes.

On one of the Greek islands with similar problems to here, you have to register your dog which includes a blood sample, then they can take a sample of dog poo left in the street, compare it to the database and fine the owner accordingly - now that makes more sense, and the dog owners pay for the system in the first place, through the registration system.

Many moons ago, in the mists of time, a friend of mine near a little place called Winterton used to keep a fire shovel near his front gate and if any dog owner allowed their pooch to foul within 10' of his frontage he used to scoop it up, follow them home and chuck it on their front lawns.  Cleared up the problem rather quickly.
