Standing Charges for Water and Electricity?

Could anyone please tell me the monthly standing charge as above for a residential property in Antigua?
Is it based on value, like the IBI, or is it a standard charge?

Aguas de Antigua charge a Cuota de Servicio (standing charge) of 6.63 a month.  You then pay for how much water you use.

There isn't a standing charge for electricity with Endesa.  They basically charge for what you use, plus a small amount of taxes/eguipment rental.
