Letting Permits

I see that owners are getting these. I thought the legislation had been withdrawn for further consultation. How can these be issued without the legislation in place, or do I have it wrong?

It is certainly all very odd. I've come across a few people in the last month or two who are saying they have permits.  However, someone from Antigua town hall, told me just a few weeks ago, that all holiday lets in tourist areas ( with or without permit) are currently illegal and suspended, until such time the Cabildo sorts it out.  This organisation is working hard to get things right https://www.facebook.com/asociacionascav
