I think the high rents issue may be to do with banks. If a bank owns a property, it values it in its books as a multiple of the annual rent, perhaps 20x, even if is empty.  If it lets at a lower rent, it has to reduce the valuation, and take a loss of twenty years of the reduction, but if it stays empty the bank only loses one year's rent per annum, so it often makes accounting sense to leave it empty rather than reduce the rent to let it.
Daft, I know, but that's accountants for you.
