How does this happen?

I was walking to collect my car at 06:30 this morning, having been over served in the bar last night, and I see The Gardia talking to some one at the side of the road, by the time i had got to where they were, they had driven away, any way this guy comes up to me and says  " are you English?" {I do not bother to correct him and says yes, now by this time I had worked out this guy was either drunk or ill or on something, all of which were incorrect, he turned out to be a nice enough Lad in his early forties, but to put it as nicely as possible he was a tad mentally challenged, it appears he is on holiday with his parents, and had been with them in Caleta last night, and had some how got separated from them, and had been wandering around since 23;30 trying to find his way home, he has two mobiles both batteries flat, and is only point of reference is a wall with graffiti on it ???????????????????? eventually I find out he is staying in Costa Antigua! any way to cut a long story a tad shorter i take him to Costa Antigua and on the way he says he has a bike on hire from the bike shop there, so if I drop him there he can find his way home, when I asked him why he did not ask The Guardia for help, some one has told him to avoid them.
The questions I am asking are how come he had been wandering around all night on what was not a very warm night and nobody had helped before,on our so called friendly island how come I spotted in about ten seconds there was a problem with him and The Guardia didn,t, and where te hell were his parents, as you would assume if they had reported the fact he had not returned home The Guardia would have kept an eye out for him.

John you are commendable for showing compassion and being the Good Samaritan well done. Beggars belief what his parents were up to.  :-\

Did not have a lot of choice Mal the kid looked frozen, and he was from Yorkshire, so he was not a real Englishman :D
