Years ago developers would start putting up a few houses and sell them, then go bust before they completed the roads and services, so the Cabildo passed a law requiring developers to complete the basic infrastructure before starting on the houses. That is why all these roads and lampposts are in place here at what is to be known as Casilla de Costa with only a handful of building completed, and also in Cotillo with no houses and east of Tamaragua with very few.
Apparently someone has also applied for planning permission to complete the golf course at Rosa del Lago on the sea side of the FV1 north of Puerto Lajas. Again, the road has been in place for years but little else. There are plans for hotels and villas as well, but who knows if it will ever see the light of day.
If this is referring to Casillas De Costa, the plan is "only" for 300 dwellings. 2,500 dwellings is 2.5 times the size of Tamaragua and the site is not as large as Tamaragua. I will check with the ayuntamiento to confirm.
The site was originally designated as a commercial estate but, like many things here, it didn't materialise.
Now, some bright spark has decided that there is a need for 300 properties in the middle of the countryside when there are development sites in Corralejo laying idle. Whatever happened to the luxury villa development behind El Sultan that people put deposits on? Or how about the "La Oliva Golf" complex that people also put deposits on?
It is total madness, whether it is 300 or 2,500 properties.
I heard that Goldacre had the contract to sell the properties on the development, set up their new office at Topkapi, a show house reception at the site, and launched a massive advertising campaign that won international awards. The result? They didn't manage to sell enough 'off plan' before a date in their contract and lost it. The advertising quickly disappeared, the show room office was emptied and now the potential properties are up for sale on various estate agent's websites.
Yet again the whole project is subject to a potential spanner in the works from the environmentalists partly due to the proximity to the Cuevo de Llano. I wholly support the environmentalists - as others have said there are plenty of abandoned sites that should/could be developed before encroaching on yet more of the countryside. Because of it's location everyone potentially living/staying there would need a car to reach even the smallest local shop - imagine another 300 cars trying to park in Villaverde to buy fresh bread each morning! Unfortunately the infrastructure is already in place so even if no further building took place the area is still blessed with hundreds of unused street lights blotting the landscape. This seems ridiculous when you consider that no more telegraph poles are allowed to be erected in rural areas because they 'blot the landscape' meaning that hundreds of people living in outlying areas have no fixed landline/decent internet.

Totally agree. The island has so many 'ghost' developments unfinished it does not need anymore.
Is it not cheaper/better to finish off some of these sites if the property 'boom' is returning?
From my recent visits looking in estate agents windows the prices quoted are so high i cannot see much activity happening.
