Joseph, I've also been looking into this. To apply in person I believe you need to go into Rosario, hopefully someone can give the addresses of the two offices you need to go to. I've found this link to online application. Can anyone tell me if this is still the correct link please ?

Pop down to 'Gone Fishing' at the Geranios Suites, I am sure they will be able to point you in the right direction.
If the rules are anything like those private holiday rentals they will sell you a license, charge you tax on an anticipated amount of fish that you will catch but you will only be allowed to fish in areas that are at least 5 miles from the sea!
Just go fishing and enjoy your holiday...There is so much junk on this site it is not true...
You should have a permit. I have witnessed spot checks by the Guardia Civil, and it's likely you'd get a fine if caught without one. But if you want to take the risk, that's up to you. Cost for a licence is quite cheap - was well under â,¬20 as far as I remember.
i've never witnessed any check's yet on fishing licenses in over 11 yrs, i got a license and never again, it cover's boat and shore fishing, it cost over 40â,¬'s and the b.s. you have to go thru' is unreal, it took 6 mths before i got it after the process has gone thru' at least 3 different department's, the final one being las palmas g/ can, it lasts only for 3 yrs, why oh why can't you just go to a post office or tackle shop and get one beat's me, then again we're in spain and that would be just to easy. >:(
Update for Nov 2013 for rod licences in FV:
The govt (cabildo) building is now at Calle Virgen del Rosario, 7, 35600, Puerte del Rosario. It is next door to the church and across the pedestrianised walkway from the Bankia S A and a newspaper kiosk.
I went with my old rod licence about 10am and the receptionist, with mangled English, helped me, with my strangled Spanish, to fill out the necessary application form in 5 mins flat. After a 5 min wait we were shown by security to a desk down a corridor where another charming lady, also with mangled English, processed my form and gave me a form for the bank across the road and said come straight back again.
We went across the road and here was the longest wait, about 10 mins, to get to a cashier. You have to get a ticket and wait your turn but it only takes 2 mins once you're there. You need your passport to show the cashier and then, when you've stumped up the necessary 15 E, she stamps your receipt and then you have to go to the newspaper kiosk outside to have your passport photocopied. Then you go back to the Cabildo with your trophies and they issue you with your licence.
It took a total of 1 hour exactly - not bad for Spain.

And believe me it's not worth risking your bank balance on not having
one: the rules are very strict and enforced by the Guardia Civil. I know of two guys, locals, who had in excess of the 4kg catch allowance and were fined E1600! It pays to know the current regs. , what you can and can't catch and how much.
You also get some very good glossy illustration sheets of the 300-400 different species around the Canaries, the minimum catch lengths, prohibited species, catch weight limits and much more.
Well worth a couple of hours to sort out for a 3 year permit.
Go down to Aram's at Go Fishing as suggested and he'll fill you in on where
the best spots and safest places and times are too.
I've also seen fishing licenses being checked.
That's just about it waggy. Just to add, that when my husband got his, the stamped paper document on the day, is valid for use immediately. About three months later he got a plastic card permit which they sent to our UK address as requested. And I understand it is valid for use in any of the Canary Islands for three years. Good value I think.

Glad to be of help, Joseph. As a resident, I think you'll be able to gather 1/2kg (about 1lb) of cangrejos (small shore crabs) for vieja (Parrot fish) bait. Their pictures are on the licence info. you've received. Be careful to sort through them when you've finished collecting because some of the other small species are heavily protected. And do turn stones/rocks back over as you found them - it's something's home you've disturbed, maybe lots of somethings that are parts of the whole ecosystem and which are very territorial.
Live-baiting's banned too, never mind what you hear from other foreign anglers; dead-baits work almost as well. Keep the receipts for any shrimps, prawns, Squid, small fish like Boga or Sardines you buy for bait at the supermarket to show the Guardia if you're checked for a licence.
