No more than a deliberate ploy to get money.

Going back to the original subject, I think this, from Canarias7, says it all.
City of Puerto del Rosario claims that revenue from (speeding) fines has seen "a huge increase" in 3 years. In this regard, in 2011 was expected to raise € 30,000 and that figure only exceeded, while in 2013 was expected to raise 180,000 euros and "without finishing the year as it has raised 550,000 euros.
It seems good to me that all these speed merchants are helping to reduce taxes for the rest of us.
And where is your evidence that taxes are being reduced?
More to the point, where's the €550,000 going to :o
Money raised from fines goes to the ayuntiamento, in this case Puerto del Rosario. How wisely they spend it is another question altogether.
