Sorry to be a pain, I no this subject has been thrashed but have a problem with the Police, so it seems. My bank account has shown a mystery withdrawal of 19.73euros, when queried at the bank, they informed me - I quote "The Police have taken the money, it is to do with you being a Non Resident???????? you must go to Rosario to sort it out, we have no furrther information" - La Caja De Canarias" so helpful.
Could some kind person post the thread to the English version of the Non Resident Tax Form, need to pay 2011 before heading off to Rosario.
There is a charge on non residents bank accounts Tamkid. I think they have to apply for official certification of your status to find out if you are resident (no charge for residents) or non residents (in which case they charge you ) I forget how much it is but it is a small amount like that. I am guessing that this is what it is. If so it is quite normal and there is no need to do anything about it. :)
If you become a resident you should inform your bank that you want a residents account. It is cheaper.

.the NIE stickers look like a sheet of barcodes and if the property is bought in two peoples names you will need to complete two separate tax returns and use the two different barcodes also.

How do I find my "cadastral value"?
Your tax liability is calculated by reference to the cadastral value of your property. The cadastral value ("valor catastral") is equivalent to the UK rateable value. The total cadastral value ("valor catastral total") for the year in question is the figure needed. This is made up of two components: the land value ("valor catastral suelo") and the property value ("valor catastral construccion"). It does not relate directly to the purchase price or market value of your property. The cadastral value will be shown on your council tax bill or receipt (also known as IBI/suma/rates) normally as "valor catastral/base imponible". If these documents are not to hand, your local Town Hall will be able to help or your bank if you've set up a direct debit. Alternatively, if you have previously used a fiscal rep, they may have the information. If the property is newly built, and a cadastral value has not yet been determined, your income tax liability is calculated based on a formula using half of the purchase price (escritura value) exc IVA.
As far as I know there is not an English version of form 210. There should be some instructions on how to complete it in English on the government website, but I can't find it.
This company will do it for you for just £24.50 per property, well worth it in my view. If the property is in two names, they will prepare the forms for each person named on the escrituras, but only charge the one fee as mentioned. All details are on their website.

The only problem I had this year was getting the form to load on my web browser (IE8 at the time), I found Google Chrome was the answer though it now seems to load in IE9.

Think Fifi is right the amount suggests that you are being charged as a non resident for having a bank account. This an annual fee something else which I am sure the EU would find as wrong for a citizen of the EU you should not have this charge. However the Canaries pick and choose which rules they want to apply. However that`s not going to get you out of paying the 19 euros.
As I think from your handle you are on Tamaragua your non resident tax for a property is in the region of 75 - 90 euros (if you don`t rent it out) of course if you rent it out there is further tax to pay after deductions of mortgage and any other payments for the property you have.
If you search for my posts on the forum you will find a url for the 210 tax form the Spanish tax office. Look for the post which points you to the andalucia forum there are English explanations on there of how to fill it in if you wish to go down this path. I would be happy to help you fill in the first time with you (gratis- not an advert!!!) I do this for several friends on Tam. However I have just arrived back in UK for xmas & New year back in early January.
Its not the police who have taken your money but the bank as agents of the Spanish government I believe.

There seemed to be 2 problems I found with the form loading.
Firstly you have to have a good internet connection canarynet or cheapnet often struggled and The tax office are using a military type encryption for the connection (for obvious reasons) so a slow connection it just times out.
As IE uses active X the tax agency website needed to have a particular version of active X so seems to work on some systems or if your system updates to a new version it then becomes workable.
I am with Solbank, I was told when I set up my bank account that there was a non resident fee payable every two years. The bank prepare the forms (for a small charge) and submit them with the payment to the authorities. In 2011 they were Euro 66 in total for myself and my wife, because we have a joint account we each have to pay the fee.
